The official said if the agency, the House of Representatives, approves it, the bill will be submitted to the national cabinet for approval.
"The bill has been drafted and submitted to the House," Zulapun was quoted as saying.
"The next step is up to the decision of the House of Commons. If approved by the House of Commons, it will be forwarded to the Cabinet for deliberation and the final decision is up to the Cabinet."
The report did not clarify what role the Senate, the Senate, would play when considering the legislation.
Earlier this month, a House select committee completed a study on the topic of casino legalization, which has aired in Congress over the years, according to the outlet.
The Commission has summarised the findings in the legislation, which currently consists of 10 chapters and 68 provisions.
Another report published in The Nation on Tuesday cited the deputy minister as saying Thailand's national law enforcement agency, the Royal Thai Police, had recommended that there should be some restrictions on access to push for casino legalization, and to prevent social problems such as criminal money laundering and problem gambling.
According to the report, users of Thai casinos should submit information about their age, financial status and nationality, police suggested.
The police also suggested that the casino complex should only be built far away from the community and educational institutions.
